I spy on an Onondaga Lake stroll, a small, green boat that appears to be scooping material from the bottom up for collection.

That’s what I’m guessing, anyway.

    As I mentioned a while ago the lake is under study and surveillance as being one of the most polluted lakes in the US.
    Please refer to a prior link and web information discussing these points and I’m going action.
